Post Download Attribution Stage
An installer reports «opened» or «installing» for its download (lmcp-api#216).
Keyed by the one-use token, like consume, and it does not consume it. Idempotent and forward only. The answer is {"accepted": bool} and the same for a malformed, unknown, expired, consumed or backward report: it never says which tokens exist.
