Get Download Attribution Stage

The installer's stage for the one download a status handle was minted with.

lmcp-web#373 part 2. Authorization: Bearer <status_handle>, through the web proxy only. The answer is {"stage": ...} and nothing else: no vid, ref, src, timestamps, platform, install key or machine. A malformed, unknown or expired handle gets the same 404 {}.
