Fleet-wide tool error breakdown over a time window.

Window: pass hours for a fine-grained window (e.g. 1, 6, 24) — useful to confirm a freshly-shipped fix — or days (default 7). hours wins when > 0.

Errors with an active time-based dismissal are hidden (dismissed_fleet). Errors marked fixed-in-version (mark-tool-error-fixed) are hidden as long as they only recur on builds < that version (fixed_fleet); the moment they reappear on a build >= the fix version they re-surface in the active fleet flagged regressed.

version (optional) restricts the breakdown to a single client version; available_versions lists every version present in the window for the picker.
