DEPRECATED CANDIDATE (audit H-09, 2026-04-26): grep across the repo finds zero frontend callers. Verify no manual curl / external agent relies on it for 30 days, then remove. If kept, wire a UI consumer in the admin Outreach panel alongside the other blasts.
