Admin Pulse

Pulse — the OKR scorecard + 'needs attention', computed ONCE on the canonical metrics layer (metrics.py). This is the single trusted KPI source for the admin home (admin redesign Phase 1). Every number here uses the same DAU/real-machine definition, so it cannot disagree with itself across tabs.
