Notify Broadcast

Send a one-off announcement to the notify_emails list (minus unsubscribes).

dry_run (default) sends ONE test email to test_to and reports the real recipient count without touching anyone else. A real send is idempotent: broadcast_sends records every delivery, so re-running skips anyone already mailed for this broadcast id.
