Admin Mark Tool Error Fixed

Mark an auto-detected tool error as fixed in a specific version.

Unlike a time-based dismissal, this records the version the fix shipped in. The Issues dashboard then hides the error while it only recurs on older builds (< fixed_in_version, expected from un-updated machines) but re-surfaces it as a REGRESSION the moment it reappears on a build >= fixed_in_version. To clear the marker, delete the dismissal via DELETE /admin/tool-error-dismissals/{id}.
