Admin Machine Telemetry

Per-machine telemetry to confirm/deny a feedback claim. Privacy-safe: keyed only on the pseudonymous machine_id; returns NO PII.

Returns for machine_id: total_tool_calls + first/last call (lifetime, machine_tool_stats); recent per-tool error rows (tool_name, error_type, count, last_seen, version) over the last days; tcc_status, server_version, running_version + running_stale + stale (latest heartbeat vs latest release); plus a verdict block of booleans the detectors can branch on directly.
