Admin Create Demo Credential

Creates a reviewer credential with a server-generated password, returned ONCE. The demo machine must be online and flagged: its routing token is pinned from its live tunnel, and an ambiguous match (an impostor claiming the same machine_id) refuses instead of guessing. Check the returned tunnel_token_prefix against the demo Mac's config before handing it out.
