snapshot

GET /api/v1/snapshot/delegates/ — List all active delegates with voting power.

Returns all addresses with active incoming delegations, enriched with on-chain voting power (own balance + delegated balances). Sorted by voting_power descending. Results cached for 5 minutes.

Graceful degradation: if RPC is unavailable, returns directory without voting_power field, sorted by delegator_count descending.
