Edit Layer Project Level

Edit a layer or masked region on a project-level keyframe (no scene_id required).

This is the video-centric version that doesn't require scene_id. For mask edits: Draws a red rectangle on the image at mask_bounds. For layer edits: Crops to the layer bounds, composites on green background.
