Check a git-sourced app for a new commit/tag upstream (design doc 3.2).

A successful branch-pinned check clears :attr:~palmimo_portal.ports.AppRecord.credential_rejected for every app sharing this app's host/owner credential -- a live git ls-remote that succeeds proves the credential is valid again, same as design doc 3.6's PUT-based clearing path.

Raises: PortalError: 404 app_not_found; 502 git_credential_missing / git_credential_rejected / git_not_found / git_network_unreachable / git_unknown for a git ls-remote failure.
