Return up to lines journal entries for name's unit, cursor-paginated (design doc 3.2/3.8).

invocations lists every distinct systemd invocation id seen, so the UI can offer "view a previous start". Answers {"unavailable": "journal_permission"} rather than an error when this process cannot read the journal at all (design doc 3.6). Every entry's message is masked the same way GET /apps/{id}/diagnostics is -- an app can print a registered secret or git credential to its own journal.

PortalError: 400 invalid_invocation if invocation is not a 32-hex-digit systemd invocation id; 404 app_not_found.
