Inbound threads awaiting a reply (they messaged last, not yet actioned). Returns chat handles ready for draft_reply / get_thread / schedule_chat_reply.

hiring_signal: true when this sender's cached LinkedIn profile shows the #hiring or #OpenToWork profile BADGE (not post text) — best-effort, from a prior profile fetch, never a new one. False means either confirmed absent or never checked; treat it as "nothing to report," not a confirmed negative.
