List Chats

The user's LinkedIn conversations, most recent first. Reads from Iridium's synced copy, so it uses no LinkedIn quota.

Returns chat_ handles for get_thread, summarize_thread, draft_reply, and schedule_manual_dm. If the inbox looks empty on a new account, run backfill_chats once.
