Kill Tenant Agents

The incident kill switch (tenant_manage in that tenant): every agent becomes suspended with reason tenant_kill, every credential is revoked and every agent OAuth client disabled, in one transaction, audited. Reversed per agent with enable, which a tenant_manage caller may do even while tenant_kill holds; revoked credentials stay revoked.
