Disable Agent

Manually takes an agent out of service (state=disabled, state_reason=manual). Requires manager() — the agent's steward, its owner group's creator, or a tenant_manage grant (docs/AGENTS_CONTRACT.md §5.1). An invisible agent answers 404, never 403.
