Transfer Agent

Changes the owner and/or steward (AGENTS_CONTRACT §6.6). Nobody becomes answerable without consenting: the new steward must be the caller, or the caller must hold tenant_manage (403 transfer_consent_required). The new steward's role must cover the agent's role (409 steward_role_too_low). Moving into a group needs that group's creator or tenant_manage. Credentials survive unless revoke_credentials, which defaults to true when the steward changes. A transfer lifts a steward_inactive suspension.
