Set the workspace time zone or language for dates and numbers

Sets the workspace time zone (timeZone, an IANA id such as Europe/London) and/or locale (locale: is-IS, en-US, en-GB, da-DK, nb-NO, sv-SE, de-DE, fr-FR, es-ES). The time zone decides when schedules switch, what screen clocks show and when time-based slide conditions apply; set it first for a new workspace. The locale sets number and date formats in presentations; changing it re-renders them. Admin key only.
