Create Trial License

Create (or reissue) the tenant's trial license.

mark_download_started marks the WINDOWS trial as downloaded. It defaults to True (the Windows download flow), but the Linux flow calls this only to obtain linux_grid_id and must pass False — otherwise fetching the trial for a Linux download would wrongly flip Windows to "downloaded" (IBS-1483). The Linux download itself is marked when its install script is fetched.
