Activate Offline License

Offline license activation (admin-only).

Accepts a base64-encoded .req file in a JSON body (IBS-1694 — not a multipart upload, which some customer networks block), validates its HMAC signature, forwards to LicenseSpring, and returns the .lic file as a binary download.
