Reset License

Reset an Online, grid-attached license (admin-only, behind ica-self-payments-v1 OR ica-self-payments-v2). Dispatches license_action_deactivate_async to the grid's coordinator -- a separate, new trigger for this pre-existing broker command, not a change to the existing detach-grid action above. grid_id is only cleared once the manager reports the command COMPLETED; the returned pending_changes.actions.ResetLicense entry is how the client tracks that in-flight state until then.

Inline flag gate (not Depends(require_feature_enabled(...)), which only supports a single flag): expresses the v1-OR-v2 condition via _self_payments_enabled, mirroring cancel-subscription's own inline _self_payments_enabled + raise_404_if_disabled shape below.
