Update Payment Transaction

Fetch a Paddle transaction id for updating a past_due license's payment method (admin-only, behind ica-self-payments-v1 OR ica-self-payments-v2 -- same gate as cancel-subscription/reset above, IBS-2407). 404s when the license has no Paddle subscription at all, and 404s (no distinct error type) when the subscription isn't past_due -- this endpoint has no reason to exist for any other state.

Inline flag gate (not Depends(require_feature_enabled(...))), mirroring cancel_subscription's own inline _self_payments_enabled + raise_404_if_disabled shape above (same reasoning, D-2121-USER-5).
