Admin Refresh Recommendations

Kick off a background research job; returns instantly with a job_id.

The actual Claude web_search call runs in an asyncio.create_task so long request times never hit edge-proxy timeouts. The frontend polls GET /recommendations/refresh-job/{job_id} until status is done or failed.
