What needs a person: pending approvals, blocked work and unattended fixes.

Read-only, and read from the canonical approval and work-item tables rather than from relay events. Each group carries its own state, so an empty list always says which of "nothing here", "we could not find out" and "nothing is recorded for this workspace" it means. Deciding an approval is not part of this surface — see the module docstring.
