Answer Budget Suggestion
Accept or dismiss a raise Autopilot proposed.
The amount comes from the stored row, never from the caller, so answering a suggestion cannot be turned into a way to set an arbitrary budget. It is still clamped on the way in, because the ceiling may have moved since the suggestion was written.
