Admin Grant Api Access

Grant API access to a user by email (no Stripe required). Looks up OR auto-creates the Supabase auth user, then provisions a new key. If the user doesn't exist in Supabase yet (e.g. they only have a Firebase account), a confirmed Supabase account is created so they can log in via magic link. Body: { "email": "...", "plan": "starter"|"growth"|"agency", "payg_credits": 0 } Returns the new API key (shown once).
