Set Credit Limit Mode

ENG-1083: pick the granular weekly-limit method — 'off', 'per_user', or 'group'.

Standalone-default cap stays independent (set via set_user_weekly_credit_limit). group_credit_limits_enabled is kept in sync for any legacy readers.
