Get Credit Limits

Unified weekly-credit config + live rolling-7-day usage (ENG-1083).

Powers both the group-pool table and the per-user limit column in the users table: returns the mode, standalone default, per-group shared pools with combined usage, and per-user overrides with usage. Every capped row carries the release schedule computed from the same events the blocked user is shown, so admin and user never quote different moments.
