Rerun Region

Re-scan one region-week.

week_start_date defaults to the current week (the regions-table Scan button). The pending-queue Re-run passes the row's own week so a stuck historical incomplete snapshot is the one that gets replaced. A published week is still skipped inside the job — this route does not unpublish it.
