Export Snapshots

Download tracker rows, one CSV row per citation.

week_start_date is inclusive on both bounds. Omit either date to leave that side open; omit both for every week. The default status filter is published and rejected. status_filter=all also includes incomplete and pending-review weeks. A snapshot with no citations still appears, with the citation columns empty. Not mounted on the public router.
