Rerun Incomplete Snapshots

Enqueue one rescan per active region's incomplete snapshot, for that week.

Does not touch published weeks and does not scan the current week unless an incomplete row's week_start_date is the current week. Each job id is tracker-week-{that week}-{slug}, so a double click dedupes.
