Create a Workspace owned by the credential's person. The plan decides how many they may own: none without a plan, one on Personal, any number on Office or Enterprise (403 past the limit). The calling credential is granted the new Workspace at once.
Sandbox defaults to true in development and false in production. Only the Owner may change mode, and only while the Workspace has no connections, data, destinations or pending links.
