Convert accumulated fee units into the fee allocation's cash (AllocationManage). Omit units to settle the whole balance. Refused — never queued — when the fund's claim cannot cover the payout: nobody is waiting on this, and unconverted fee units keep accumulating at no cost. The settler is the CALLER, never a field: whoever posted the product's latest mark cannot settle its fee class for 7 days, so a request cannot name somebody else to get past that.
