banking.v1.FeesService

Propose a change of a fund's terms (AllocationManage — the same trust seam as bringing the product into existence or posting its valuation). The service must already be a registered allocation. Rates are basis points, capped at 500 (management, 5% p.a.) and 5000 (performance, 50% of the gain); the hurdle at 10000.

A policy is never edited in place. The change is recorded with a version and takes effect no earlier than 24h after it was scheduled while anyone holds units (at once for a fund with no holders); effective_from may ask for later, never earlier. A change that TIGHTENS the terms beyond the house envelope (2-and-20 on invested capital, annual) needs the owners' consilium, which the caller must be an owner to open, and reason is then required; every other change is scheduled at once. The holders are mailed when the change is scheduled. One pending change per fund: a second is refused with ALREADY_EXISTS until the first is cancelled.
