Publish To Volume

Copy files from /app/data to /data (persistent volume).

POST {"files": ["ttab_2d_enriched_v1.jsonl", ...]}

Pure copy operation; useful when an intermediate pipeline file landed in the container but didn't get auto-published (e.g., the v1 enrich finished but the orchestrator died before reaching the publish step).
