Trigger Produce Outcomes V1

Produce ttab_2d_outcomes_v1.jsonl from tm_index.db.

First step in the TTAB opposition-risk pipeline. Joins ttab_proceedings

  • ttab_parties + ttab_properties and emits one JSONL record per labeled proceeding. Labels are derived from prosecution-history codes (lifted from ttab_extract_labels.py).

The output is written to apps/api/data/ttab_2d_outcomes_v1.jsonl AND copied to /data/ttab_2d_outcomes_v1.jsonl on success.

Timeout: 1200s. Typical runtime is a few minutes on the ~617K proceedings + ~5M prosecution events.
