Set Live Approved

Enable or revoke AUTO_TRADER_SCHWAB_LIVE_APPROVED (GUARD-01 gate 2).

When approved, the engine is allowed to send real orders to Schwab. Revoking blocks real orders at GUARD-01. Existing open positions are never force-closed by this endpoint.
