Set a per-account portfolio value override.

Body: {"account_hash": "<full hash>", "portfolio_value": 25000}

Uses AUTO_TRADER_PORTFOLIO_VALUE_{hash8} in app_config. Pass portfolio_value=null to clear the per-account override.
