List a skill's revision history.

Returns the skill's content revisions newest-first. Each entry is a header — version, actor, change summary, timestamp (DVT-943 M3). Revision history follows read access to the skill itself — requires skill:read plus the same per-resource read authorization as GET /v1/skills/{id}.
