Rename and/or reorder a skill section.

Updates the section's name and/or sort order under optimistic concurrency (pass the current version). May also move the section to a new parentId (or to top level via explicit null) — subject to the cycle-free, populated-parent, and depth-cap invariants (DVT-1143). Requires skill:manage.

Move the section (DVT-1143). Omit to leave the parent unchanged; null moves it to the top level. The new parent must be a live section in your organization, must not be the section itself or one of its own sub-sections (no cycles), must have no skills filed directly on it, and the resulting depth must not exceed 8 levels.
