Restore a skill's content to a prior version.

Reverts the skill's content fields (name, description, whenToUse, whoFor, howToApply, body) to the chosen revision. Restore is a forward edit — a new revision is written and the skill's version increments — so history stays append-only. visibility, slug, and sectionId are never changed by a restore (DVT-943 M3). Same per-value authorization as PATCH: a public skill requires skill:manage; a private/shared skill requires skill:write.
