Mark a Getting Started step engaged.

Marks one Getting Started onboarding step engaged for the calling user (DVT-743). Idempotent (set-to-true). The client calls this when the user clicks/engages a step; once all steps are engaged the onboarding surfaces auto-retire. See GET /v1/me → onboarding.
