Discover Integration Spec

Autodiscover an OpenAPI spec so the owner doesn't hand-paste it: explicit spec_url → well-known probes under base_url → LLM fallback from docs HTML. Validates every user-supplied URL up front (clean 400) AND fetches through the SSRF-guarded client (DNS-rebind). Never persists — the caller reviews the returned spec before saving.
