Auth Config Connect

Mint an authorize_url for an integration auth config + set double-submit oauth_flow cookie.

Resolves the auth config to OAuth credentials, builds the authorize URL with PKCE, and returns it along with a secure cookie binding the flow (CSRF defense via double-submit).

The returned authorize_url should be opened in a new browser tab. The provider redirects to /oauth/callback with code + state. The callback handler validates the state CSRF, exchanges code for tokens, and persists them.
