Add labels to a Niche

Puts the Niche in the given labels, from GET /v1/labels. A delta: labels you do not list are left as they are, and so are assignee tags. Ids already attached are counted in added / alreadyPresent, never errors.

All or nothing: if any id is not a label of your organization the call fails with 404 and unknownIds, and nothing changes. The acting member needs Manage access to the Niche; x-api-key calls act as the owner.

Rate limited to 2 requests per minute per Niche.
