Admin Reconcile User Agents
Reconcile agent assignments for a user. Ensures user has correct agents based on their type and subscription status.
For active users: assigns missing dedicated agents and unassigns any shared agents (active users should only have dedicated agents).
For other user types: only adds missing agents, never removes existing ones.
Args: user_id: User ID product_id: Optional product ID for enterprise/standard users
