Admin Reconcile Agents From Legacy Assignment Endpoint

Reconcile agent assignments for a user through the PFA-backed claim flow.

This legacy route used to create a Vireel-only assignment for a specific local agent row. That could drift from PFA ownership, so it now delegates to the same safe reconcile path used by /users/{user_id}/agents/reconcile.
