Project Export Route

Session 2B-iii: editable DOCX/XLSX export of house-flagship content. Accepts exactly one of house/house_ref/project_id, resolved through the SAME _resolve_house_input palette_pdf uses -- no separate auth or resolution path. Never calls house_specify, never re-runs reasoning; renders only what was already resolved and stored.
