Generate strategic planning questions for a ZNP project (AI)

Analyses the current graph topology (asset types, capacity, layers) and uses Google Gemini to generate 2-3 strategic questions a grid planner should answer about developments not visible in MaStR/OSM (e.g. data centres, §14a NAV, heat-pump obligations). Returns the questions array + the graph summary used as LLM context. Requires GEMINI_API_KEY — returns HTTP 503 if not configured.
